The short answer

Since 12 August 2026, the EU's packaging and packaging waste regulation — PPWR, (EU) 2025/40 — has applied in every member state without a transposition layer to soften it, and it applies directly in all 27. Place one packaged product on a national market and you are a producer there — no volume floor, no small-business exemption. Registration runs country by country, and most countries also want an authorised representative.

What creates the obligation

A single order does. Where a brand shipping forty parcels a month stands, the brand shipping forty thousand stands beside it: one registration duty, in every market where parcels land. Nor does "registered in the EU" exist as a status — a German registration means nothing in France, and a Spanish representative does nothing for Italy. Most sellers meet this fact the day an authority asks for a number that maps to one country.

What counts as packaging on a jewellery order

Take a single necklace order: a box, a pouch, a care card, possibly a mailer — each one packaging within scope. Your product is the jewellery; everything wrapped around it is what PPWR governs, and it is counted by weight and material rather than by unit. Filing time is where that difference bites, because the tonnage figures come from exactly this data.

The two recurring costs, per country

  • Producer fees for registration and EPR: roughly €300 to €1,100 a year in each country, scaled to packaging volume and material.
  • An authorised representative: roughly €600 to €2,000 a year in each country; most countries insist on a local representative when the producer sits abroad.
  • Marketplace verification: Amazon runs its own EPR check in each market and removes listings that fail.

Ten active markets can push the annual compliance bill past €10,000, and unlike freight or ad spend, it stays put when sales slow. For a brand with €60,000 of EU revenue, that lands as a margin question rather than an admin afterthought. Registration itself means enrolling country by country, naming a representative, submitting your packaging weights and paying a tonnage-linked fee — and tonnage is where packaging design reaches the profit and loss, because a heavier box, a rigid insert or a laminated mailer all add to the declared figure. Relief on the table is not relief in force

Two proposals would ease the burden for small sellers: an Omnibus text that would suspend the authorised-representative requirement until 2035, and a German plan to exempt producers under 10 tonnes. Neither has force. Building a plan on a draft is a wager; follow the official texts, and register under today's rules.

Why your Chinese supplier cannot register for you

The producer role belongs to whoever places packaged goods on the national market — selling into the EU, that is you. A factory cannot enrol your brand, appoint your representative or file your tonnage; the producer of record for your packaging is you, not the factory. A supplier promising to "handle your EPR" is offering something it is not entitled to deliver, and the money buys nothing when a marketplace runs its check.

A brand registered its packaging in France and treated that file as cover for its Amazon.de launch. Three weeks into the German campaign the listing was suspended pending a German registration number, and appointing the representative it suddenly needed took longer than planning the launch had. The French record transferred nothing; it was for France alone. Registration is now a per-country launch gate.

Hunting down those numbers once the packaging is a shipped reality is far more painful.

Does Amazon verify EPR registration per market?

Amazon checks EPR status in each market and removes listings that fail, so make registration a prerequisite for every listing you run. A single missing number can pull a live listing offline mid-campaign.
